 Denmarkball posted the above image in the random pic thread,so the way this looks is: The level of the HQ determines the generals availableSo I am guessing higher lvl=better. Now how is the HQ upgraded,automatically by playing missions/campaigns or by using ressources? |

K that makes sense so basically they are not allowing you to have the better generals untill you progress enough in the campaign mode.
A little bit like in EW4 you couldnt earm the better princess untill you advanced enough in the campaign.
