A tough one this mission. Follow the instruction and conquer the small cities around Paris. Each will give you population and 100 gold, key to build a competitive army.
I sent early on Blucher to help the allies and kill NapoleonIII field artillery. Focused on conquering Paris and then send some generals north to help Blucher and the other south to conquer the other key targets. I have done a beginner's mistake leaving unguarded one of my city which i did not manage to retake.
You have few cities with military tactics: blast and forced march are very critcal in this campaign.
