This is a unique mission, dodge the cannons. You need to avoid a massive enemy fleet, without navy support and land on the key target harbor. the secret? the enemy does not move, will only shoot if you stop in their shooting range. so you need to know the shooting range of the various ships and land on a square out of their reach
With my method, you get shot twice and normally you should have a bit of energy left to complete the mission. Of course the damage point has a random element but within a couple of tries you will succeed.
