Skills
This is how much I value one skill over another. E.g. 1.0 is 2x better than 0.5. For scale, 5% extra dps/health/evasion/mobility = 1.0 value. When I say dps I mean damage per average turn.
Skills are ordered by how valuable I work them out to be. Some are excluded, because they are below 0.1 value.
An increase in 4 damage compared to roughly 80 average damage = +5% dps = 1.0. 5dmg = 6.25%dps.
March =
2.0 (really important to attack cities fast, output damage, and return generals to cities to heal. +1 mobility = +10ish% mobility)
Archer/Cavalry/Infantry Comander =
1.0 (+5% dps)
Hide =
0.7 (avg 50 dmg, - 5 dmg = -5/50 dmg = -10% dmg, *0.33 chance of archer = -3.33%dmg so + 3.33% extra health)
Shield Wall =
0.6 (6% chance * 50% dmg reduction = 3% overall extra health)
Tunnel =
0.6 (+6.25%dps * 50% bcuz just against defenders although these attacks are more important = 3%)
Ambush =
0.6 (10% chance * 33% bcuz counterattack = +3% overall health)
Jungle & Plains =
0.4 & 0.6 (+5% dps, * 50ish% jungle/plains tile chance = +2.5%. Plains more common so 0.6 vs 0.4 for jungle)
Guerrilla =
0.4 (+5% evasion * 33ish% for insignificance of counterattacks = 2%)
Counterattack =
0.4 (+6.25%dps * 33ish% because just counterattacks = 2%)
Beseige & Raid =
0.3 & 0.2 (+5% dps, Active 50ish% of the time, = +2.5%dps. beseige probably is a bit better than raid so 0.3 vs 0.2)
Urban =
0.2 (+5%dps * 0.2 value = 1%dps. I chose *0.2 as generals are in urban areas rarely but usually get attacked lots there, or are in an enemy district while attacking the city)
Accuracy & intercept =
0.2 (cav and archers attacked bit less than inf so bit worse than charge)
Charge =
0.2 (Cav attack Inf 50ish% of the time, Excludes counterattacks so -33%ish dps, +5%dps becomes +2%dps)
Assult, Advantage & Roar =
0.2 (+50ish% dmg, * 5% crit chance * 33ish% high morale chance = +<1%dps) For Drusus, it's 2.5%dps = 0.5 value
Seige =
0.1? (12dmg/300health = 4% of a city = 1/5 the value of a destroy)
Trust me that all others are garbage. Skills for ignoring trench/breastwork/fence are 0.001 value. Rain of arrows is only active for rare urban counterattacks. Your units rarely go in mountains. Navy skills never get used in campaigns.

Part 2) Cost in medals and relative indication of cost (V < v < - < ^)
Part 3) My final score of the general, = Total skill value points + ability value + 1.5 if relevant attack stat cap = 9 (max) (as this gives +6).
Generals are sorted by my personal preference, taking cost into account partly.
This is all from the perspective of a player who doesn't buy any medals or generals through in-app-purchases.
Generals
I|600-|14 Pompey
- A god.
Spartacus, Hannibal and Caesar reside here. They're all demi-gods, but slow and of low defence. I'd give the "aura" abilities a solid +5 points in my system, and the lvl 3 commander skills +3 points, with the rest of the skills being ok but leveled very high. The extra rank levels are worth +1 point each, and the maxed attack stat cap is worth +1.
A|542v|10 Drusus - Advantage is better with inspire, bringing a score of 0.6 to 1.8. Hide is easily upgradable to lv 4. I'm adding 10 points for inspire as that's like 50% extra attack and inability to suffer low morale, but subtracting 3 for no march and not much defense which mean he dies easily (can't put attack to use if you're dead).
C|90 V|4.6 Pacorus I - He's so cheap you might as well get him. I'm adding 10 for inspire but subtracting 6 for his lack of defense or march, and 8th attack stat cap point, and low rank. I'm still making heavy use of him in The Eastern Empire campaign.
I|590-|7.6 Vercingetorix
- A beast, but slow. I'm giving 1.5 points for his Fearless ability as a guess.
C|622^|5.7 Arminius
- Great offence, has speed because of being on cavalry, and has defence from ability. Everything's covered.
C|628^|7.2 Antony - He lacks defense but escapes quickly.
Only scores 3.6 when you take his geography and march away, but scores about 11 otherwise. I capped his points at 2x his speed-less points of 3.6.
A|605-|6.7 Mithridates VI
- Amazing offence, nothing else. He can nuke stuff, just make sure he's shielded. He might only be on the front line half the time. I'm giving him 0.5 for his ability as it's +20% dmg 15ish% of the time, so +2.5ish% dmg.
I|586-|8.3 Crassus
- 4.3 if you subtract points for lv2 march. Bit of a third wheel to Vercingetorix and Pompey.
Opinions:
> Infantry generals get the best skills, so prioritise them over other generals.
> March might not be as great as I made it out to be, so Vercingetorix could be better than Crassus.
> I'd say 1 skill value point is worth as much as having max relevant attack stat (*) but 2x as good as a good ability (++) over an ok one (+).
> Inspire gives high morale (if not already, which is like 25% of the time), which gives a huge bonus on attack, comparable to avg 7.5 skill value points, which is what makes Drusus so good. You just need a general with it to not die.
> Each level of rank C<L<G is equal to a bit above 1 skill value point.
> Cost wise, it's much better to buy better skilled general than scrolls. Therefore, if you will ever buy scrolls, you had better have chosen the most expensive generals. Similarly, if you will ever upgrade to general rank, you'd better get a general that's already general rank.
> Do what user [deleted] suggests. Buy pacorus to get you through early-mid game & drusus for mid-late game, then pompey for life. It's done me well. After, get Arminius -> Vercingtorix -> Antony -> Mithridates -> Crassus -> Where are you gettlng all these medals from?
> Don't buy anything other than new generals with medals until you have like 6 generals.
Somewhat-honerable mentions:
Don't buy these guys unless you don't plan on spending much time on the game and want to spend your medals perhaps.
C|398V|8.7 Commius - Expensive Pacorus clone.
I|470-|4.6 Bato - Good offencive skills. Great defencive/mobility skills are valuable and he has these, while the other silver tier generals lack them. Legatus rank.
I|486-|5.1 Labienus - Valuable defencive ability coupled with great offencive skills. Legatus rank.
A|495-|5.1 Tiberius - Good ability. Good offence + has march so can escape battle to heal. Legatus rank.
