Upon purchase of this package I will receive an additional slot for the general or to receive Desaix I need to free one of the available slots? Are 100 Medals received every day counted in the counter to receive the "Napoleonic Code"? What do privileges of VIP mean?

Desaix gets a free slot, just like the other IAPs. VIP is only 100 medals per day, and the medals you get daily doesn't count into the counter for getting the books.
