WC3 player here who decided to play WC4. Game seems pretty different and I kinda don't like feeling like a complete noob again. Are there any tips that I should know? What are my goals and what should I buy/save for next (already bought Messe cause he looks pretty popular). Should I also upgrade his rumor skills because it seems to be pretty damn good or should I just save for a new general. The economy seems pretty different and almost all the things I knew about WC3 seem to be pretty much useless here. I'll do some reading in the forums but any important thing I should know would be greatly appreciated!

Ok so with what you can try to grind as many conquests as you can. Unlock as many achievements as possible, and with messe you can complete quite a number of missions for medals. If you are stuck then the forum also has several suggested guides. After getting the mentioned generals, your foundations are pretty much set for your own general choices.
In wc3, artillery generals are favored but in wc4 its all about tanks and naval generals. Personally for tanks I have Guderian, Rokossovsky and Rommel, and for navy i have Donitz and Nimitz. Never purchase the 'famous generals' without full discounts
For technology upgrades focus on tank, infantry, artillery and air first. I recommend movement and range as those make missions and conquests much more manageable.

Upgrade messe rumor to level 2. In fact ensure that most of your key generals have at least level 2 skills for maximum efficiency

I am also new (yeah I am reattempting the game, after a heartbreaking defeat in 1939 Germany conquest) currently have about 645 medals, unupgraded Messe, HQ level 11, done a few upgrades in tank artillery and infantry, currently no more resources and I don't know what I am supposed to do now. As I am stuck in western front level 8 allies and level 8 axis. Please help.

There are pinned guides and General analyses in this board if any one wants to consult for help.
For in-depth help with Scemarios and Conquests, you can look up the stage/Conquest's respective guide in the pinned thread in the Way of the Emperor.
Ultimately, the goal is to get Guderian and a 3-2-1 endgame lineup (3 tank, 2 arty and 1 navy gen).
You can add more gens if you want or need them. I invested in a 2nd navy gen (Kuznetsov) so that I cam perform better in Domination battles.
Of course, if you want to play in an unconventional manner, there are alternative gen paths and gens to choose from, but you'll need to request for specific guides.

Yep like donitz as your second naval generals  hands down hes much better than kuznetsov but hes v low priority until all your basic generals are ready |

Is there anything I am missing out? When should I begin conquest mode, because last time I did, an easy 1939 Germany conquests I was defeated, and I am still unsure if I am missing anything or not. |

The most common starter is still the Messe-Leeb starter. Clear out Scenarios and Domination to earn more medals. Try to pay attention to why you were defeated. Was it due to the lack of focus on specific fronts? A less aggressive strategy pursued? |

One good way will be to rely on italy to help you spearhead through ussr cuz italy sends messe and graziani which are both very op in the 1939 context |

Going fine. Quit on my first account but came back 2 weeks ago and decided to stick with the game. Currently at the CWE. Debating whether to buy some wonders or to upgrade my tech.
My current team is Messe, Leeb, Guderian, and Konev all with Rumor LVL 2. I've only got 350 medals left so I'm wondering what I should do next.

thats very fast progress in 2 weeks haha, how much have you upgraded your generals' base skills? For generals you may consider getting a navy general (donitz / nimitz) and get rommel next

I haven't upgraded anything else except rumor. I have however slapped all the medals I can get and Guderian has all this base skills boosted. And are Nimitz's missions hard? I haven't tried them as I haven't upgraded my tech past European Level.

nimitz's last one is pretty insane (not so much as rommel's, but needs very good naval tech)
^however you dont need naval gens nor air gens.
Once you get Konev's base skills likewise boosted you are pretty much okay until mid cold war
