I have Genghis Khan, Napoleon, Washington, Richard, Alexander, Li Shimin, Linkoln, Saladin. Is it worth it to hire and upgrade more generals?

Try to progress through Campaigns first. If you're really stuck, you may choose to replace Lincoln with inf commander Babarossa and get cav commander Attilla to replace Saladin. Of course, 2X debuff Nobunaga Oda is also a good pick if you want to complement Washington.

Nobunaga Oda, I want to hire Oda Nobunaga, I want to complement Washington. My bad, I forgot about some Arch commanders like Nelson and Li Hong Zhang, as well as some other gens. Of course, Nobunaga Oda is still a very popular choice, especially for players who like the 2X debuff I provide.

Short answer is yes, but as to whom that depends on what kind of line up you're going for. Lincoln is your weakest right now, and Nobby's already suggested some fine replacements for him.
