I can't get a good quality picture of him, but doesn't that almost look like Wilhelm II? It looks like his moustache. Maybe, yes How can you guys not recognise Hindenburg's iconic moustache?

I just started playing ew a but ago and I can't find out how to make a peace treatys with countrys There's a 1914 board for the game. Anyways, yo need to occupy the enemy capital + reduce the enemy territory size to fewer than 5(?) cities. (Don't remember if someone else taking the capital also counts.) Also, this only works for enemies who have the option to be turned neutral. There's a diplomacy screen to see this. Top button on the bottom left.
