In my view Balaclava is harder than Siege. Siege has stronger enemy, Balaclava is super time crunched: in 16 turns you must take 3 key targets and destroy 7 generals. And No Cavalry generals. Since my strategy is based on cavalry, i am not going to spend a fortune buying infantry generals to lead cavalry and I will be happy with 2 stars.
Priority is to get the 3 key targets: that would grant you at least one star. Since time is limited, cross northern Italy, ignore the forts and send the 2 tanks deep South East into the enemy line to destroy Nicholas (and Sofia) and hold the key target. The rest of your army will take Gorchakov and the target he holds, then go to the center: use artillery first for the 2 armored car generals. No need to rush holding the target (once you hold it, you are destroyed by enemy counterattack): hold it only when you have weakened the enemy. Dont forget to keep a couple secondary units holding your italian target as the enemy will cross the adriatic to take it back (and indeed in this mission I got distracted and almost lost it).
Big bonus: buy a bunch of health packets from the store (25 medal for 50% health restore is a bargain, especially if you have played as long as me and have loads of medals that you dont know where to spend).

Yeah this is the mission I’m afraid of. No cavalry gens is brutal.
