Blucher is much better. He has just a bit less attack, but has better supply, armor and rumor. Saladin's got supply only, other things are not so notable. Though I used both too and they were strongest in my team, especially supported by Nobunaga.

I went Saladin because he's free.
Blucher's better over all and great if you're going for CavCom, otherwise I'd say medals are better spent elsewhere.
