It's "complicated",here are some issues to think about when deciding what's efficient and whats not.
1/At the start of the game I think 2 good generals are better than one best one.
Also missions needs many generals.
2/Guderian though will still need to be bought eventually,he is just too good to pass up.
3/health become a major attribute in the end game,1960 and specially aliens demand higher health generals. Generals like vatutin would need an expensive health upgrade to qualify for 1975.
4/Tank generals are not really usefull against aliens,you can do great with just artillery generals+air generals

as an update, I bought guderian, played a few world conquests and missions. Wasn't convinced that he is worth the medals. Mainly because he is a nuke magnet and you dont need generals to win in world conquests.
Then i played ussr 1975. This is where his health and skills really shines. He can solo a couple of cities with ufos. Live it out and defend a city. That is like starting with an entire squad of RA.
My arty level is 7 and tank 10. I seriously doubt i can do an alien wc without him with this tech level.
