What unit types are hybrids? Where can it be found, how strong is it? How does it calculate capability bonus from commander?
It seems to be an archer-cavalry hybrid. In terms of numbers, archer is 5, infantry is 10, cavalry is 15 when at max 5 legions.
Archer have the lowest quantity of 5 but they have besiege. Cavalry have the highest quantity of 15 but they have raid. If this archer cavalry-hybrid is an archer with quantity of 15, it must be really strong when commanded by Mithridates VI or Caesar, both of which have besiege along with archer commander, advantage and a terrain bonus.
Are there other hybrid units like this horse archer?
An infantry+archer hybrid perhaps, Pavise crossbowman, a crossbowman hiding behind shield to reload? Im curious because I want to combine shield wall+rain of arrows on a single unit, dont know if its possible.

Horse archer is not cavalry. It is considered an archer (It does have extreme mobility, though).
