I'd get Bai X.C as he offers good output and has good mobility for a relatively cheap price. You could also go for EC's but you have to be confident in your ability in this game.

One step wrong on building ECs,you might just uninstall.You can strive to get either patton for his city cracking profficiency or konev/bai+vasilevsky.Konev is a hybrid of infrantry and artillery for a cheaper price.Patton serves as guderian's tank while Konev's for Govorov.Tho building ECs takes alot of time and effort,you get the perfect general in the game
