It felt like number of troops has a lot influence on conquest rating.
I have compared this Nasmones Conquest:

Turns: 73 to 40
Gen: 4 to 4
Cities: 48 to 42
Troops: 131 to 82

Rating: 52629 to 32730

Why it is "better" to move that much (annoying) legions?
