Robert E. Lee has a high amount of general ability, meaning he is a great all-rounder. His skills makes him a city cracker, although infantry still remains weak when city fortifications are still alive. With an emperor title, Robert E. Lee has +10 more general ability than Douglas Haig. On the other hand, Douglas Haig has an additional buff when fighting in plains, while also having more additional buffs when fighting in cities, making him an absolute must when it comes to defending them. The game’s missions are mixed with defense missions and assault missions, so these two are extremely important. In conclusion? Just buy them both. You have a lot of general space handed to you in the start of the game anyway.

inb4 both of them turns out to be lousy and some purple/blue generals turn out to be great.
Honestly Robert E. Lee is more of an anti-cavalry general with decent survivability than a sieger. No idea about Haig. He seems a bit more universal as plain works against everything. However, he needs to have atleast 80 base atk in order for plain to be stronger than intercept... which he probably has... Darn. Should have gotten Haig instead.
