The relative strengths of generals in ET games doesn't always depend on their historical achievements. It could vary even from game to game. Hotzendorf, for example, was one of the weakest generals in EW5. And he was an infantry general back then. So, don't look for a historical research where there is none Yeah look at Mackensen

He should’ve been down in the green with Luigi Cadorna

Would you consider nearly letting Cadorna into Slovenia because of a more 'defensible' terrain than the Isonzo river a good idea? if no than Hotzendorf is even worse than Cadorna, Hotzendorf only held in Italy because he's got German training wheels and Boroevic saying the Isonzo is better because the Emperor agrees.

«Best military strategist» I cringed over that description. He is definitely the Best Military Strategist, the Entente can always win when Hotzendorf is present! He should get a medal for everything he helped to secure an entente victory.

Unless your name is Luigi Cadorna. Or Enver Pasha I think Hotzendorff would get extremely confused with Enver's complex attack plan if they ever faced off. (Also although Enver is incompetent, he still have a few competent commanders like Mustafa Kemal and Nureddin Pasha under his command.)

Renenkampf and Samsonov were pretty incompetent too because they hate each other and both claim that other one is incompetent in Russo-Japanese war. In wwi tsar sent them to work together what a mistaken. Even worse than have two Hotzendorf that can work together.
