1. Unlocked in the 5th mission in the first chapter.
2. Can reach emperor.
3. 4 skills, half good and half bad.
4. Viscount and Colonel is not bad at all for a free general.
I don't see why people rate him a 3 star, he is a pretty good early game general, at least until you get Moltke, Johnston, Plumer, Ludendorff, or McClellan. Can be a solid 3rd cavalry choice and has 41 battle ability. Not bad at all.
