Apparently, you need to fulfil these 3 criteria to be able to unlock the option to pay a non-leader and non-neutral enemy nation to turn neutrak:
1. The enemy's capital needs to be captured by the player's ally.
2. The enemy must not field a large army.
3. The enemy must have less than 5 remaining cities.

I think large army only applies to their remaining generals. Playing against France in 1861 worked for peace treaty when I killed Napoleon but left many French troops alive

Canada 85 still spark my interest.It seems favourable towards the crown.So I played as Spain and everything went normal.It was when Canada captured to northwest city(My city that was captured by portugal).It seems that Canada is immune to them.Portugal cant attack them,only Canada can attack Portugal.Makes them invincible😀
