I can't remember exactly what I did but I believe I initially sent the one arty on the right to bombard the ship in port, then sent over the units to take the top right city. I sent the units on the left to take down the southern city and together, pushed for the city on the right. Using the captured port on the left city, built a navy and pushed for the last port. Landed my troops when the sea was clear and pushed left to take the last city. IIRC, I used Hotzendorf and McClennan to beat it.
