I am trying to beat this challenge for the second navy gen, but I can barely get to the second port without losing most of my fleet. I also cannot build any ships once I occupy a harbor. I am on the 5th campaign and my tech for navy is maxed for where I am
Any help is appreciated

The only tip I can give is to literally go in guns-a-blazing. Place all your generals on the Battleships and Frigates and rush for the canal. Use your destroyers to destroy the artillery and use your battleships to destroy the bunkers. You can only send one ship at a time through the canal so that's where the most damaging part is but if you did the previous step and destroyed the forts and artillery, you shouldn't lose too many ships. The British get scripted reinforcements which are actually really easy to hold off. Just leave a few submarines to block the canal and they won't be able to do anything.

Heligoland is Chpt5m2 and yes, it was a handful. Put some generals onyour ships and go straight for the lower port, defended by the better gen. Try to keep your submarines alive, they're useful. finish that port, get it, wait till the general from the upper port starts moving. In the perfect scenario he would sail away and kill your remaining allies. But he'll hunt you instead, I can tell. Kill his units one by one and then try to seize the port. You probably need an aura for this one. I made it with literally 20-70hp on my last two ships, but I haven't found another way of doing it by now.

There's multiple Heligoland campaigns so I also got it confused initially. It's when he said the second admiral that I got it. Max Looff is unlocked in Campaign 2: Mission 12 which is also called battle of heligoland bight

Well bight is a challenge mission, and since Max Looff is the second free naval general after Farragut im guessing reasonswhy provided the right guide
