In the 11th challenge during the German Campaign: East African Campaign, one goal is to have 8 coastal guns. How do you build them or what is the requirement to have them. I see multiple on the coast, but it still says there are zero.

You need to use an Infantry unit the has the “engineer” skill (such as the militia Infantry) and build it as a fortification, it costs 10 industry points and is called “coastal artillery”. The ones already build when the game starts don’t count.
