after playing peru i discovered that ew6 1914 is not consistent, sometimes you start with venezuela in turn 1 and sometimes with colombia in turn 1. then something else appears from nowhere even spanish fleet for your coast around turn 11, and sometimes not. I don't know what causes it, but it makes speed runs harder to be fair.

I'm not really sure why ET decided to do it like that since its luck based and actually matters a lot for conquest, like for 2 turn Bulgaria runs.

When you play as Colombia, which is already a quite hard conquest by itself, there is a chance that Cuba already starts having entered the war. As Colombia, the first order of business is to declare war on and occupy Peru so that you can grab their resources and prepare for the French attack. If Cuba already starts having joined, they can send help to the Union, to Peru or fortify Havana and better prepare themselves against Spain. This will make things even harder for you. Therefore, you have to keep restarting until Peru is the country that joined the war.
