Prussia, Sweden, Poland are the best imo. You get blucher with ambulance if you play as prussia, in addition to the awesome cavarly wonder. Poland you get a strong army and capitulating prussia is actually really easy if you declare war on them turn 1. Sweden is also not too bad I found. Denmark is not awful but I think Poland is a bit easier.
