Do I keep doing red mission until I unlock the winter palace wonders 30 steel per turn?

I'm not sure how exactly you unlock it (you're able to build it) but if it's by missions then just do specific red missions. You can see that each is for different types of units and you should focus on the one unlocking the purple mission giving the Winter Palace.
If I were you I'd save my resources for the medals wonders though
