"Increase stable output of combat effectiveness by ×%" is very vague to me and it's effects are not clear.
Moreover, it reminds me of EW4's atk points range and gives an implied impression that the base number/percentage for a general's atk points will be increased by the above percentage. For example, the atk points range's base number/percentage increases from 5-10 to 5.1 to 10 if the skill increases output effectiveness by 2%.
Can anyone confirm this^^ or the true value of this type of skill?

I have no idea... but that is what I suspect too. Normally, if you compare the min-max attack across unit types, then infantry > cavalry > artillery in term of min to max atk (in EW6:1804: 80%, 70%, and 60% respectively. Based on damage floating coefficients). So if what you think is true then the fact that the increase in stable output from Inf Master < Cavalry Exp < Art Exp makes a lot of sense. Infantry already has high min damage so gains less buff from the skill. It will be very hard to test this so I think we probably need to wait till someone provides us the damage formula. Normally, that someone is wangchengxy.
