Is it possible to beat this domination level with Pacific war tech and Messe,Leeb,Guderian and Konev as generals? (No upgrades except health).

This should be doable with enough Super Tanks/Artillery. Main thing for this mission is Rumor on your generals to deal with all the enemy generals. Tip is to take out all the surrounding units and to NOT hit Manstein because he won't leave the city unless provoked. If possible though, I would try to get the %100 assault for tanks and the %100 Retaliation for arty just to make your life easier. You should Cloud Save before trying this mission just in case it goes downhill though
*Just want to say, that Coastal Artillery has like 1k+ hp so just putting that out there.

Also is killing the land forts an objective?

You need to kill every enemy unit on the map. The last fort isn't exactly difficult but quite shocking to see that much HP.

You need to kill every enemy unit on the map. The last fort isn't exactly difficult but quite shocking to see that much HP. I can see a major general star beside it.

I made the same mistake when I tried doing this first because when I watched Bruchminati’s video on this, he literally destroyed every enemy on the map.Now to think about it, Bru probably did it because he is an offensive player with the capable generals and tech to do so, also probably because he did not want it to be boring ( for both himself and us viewers) because let’s be honest, hold the ground ( alongside accumulate supplies) is a pretty boring mission type

He was able to get rid of Guderian in a turn!

It would be nice if they could do it as they progressed, but then again you still can extract the general strategy from their walkthroughs even if they have superior generals or technology, this works most of the time
