I was doing USSR 1943 and attacking a city in Japanese territory (the unnamed city north of Shenyang) and a German territory city Minsk. The unnamed city has industry level 0 and Minsk industry level 2. The bug I encountered is that they both spawned heavy tanks, which should be impossible without industry 3. Below I took screenshots of the unit and city information. I don't know if there's supposed to be industry 3 on both or if it's a genuine bug. Just thought I'd report it. I don't know if this occurs in any other conquest, I just happened to notice it earlier in this one.   |

Either a bug or scripted reinforcements. Try the conquest again and see if they spawn on the same turn

It happened with me in my 1939 conquest of Spain. In that USA spawned heavy tanks from tier 2 industry city.

Its the classic enemy advantage. Allow me to expound on it
In ew6 1914, you can see whole cavalry generals spawning out of cities instead of stables.
In wc4, you have Manstein spawning out of minsk and destroying the Soviets even though Minsk barely has a level 2 industry factory. How come?
Its one way of ensuring an enemy advantage, where you cannot spawn tier 4 units when you capture those parituclar cities. Thus its not a bug, but likewise its an annoying fly

Slows you down a lot on speed runs as well, so trick is to take note of when those heavies will spawn (always on same turn) and aiming to take those cities as fast as possible

That’s nothing. Terrorists spawning Titan Tanks from level 1 cities without factories is far worse.

I mean, when Timoshenko spawns in 1950 on Konigsberg in a double ranked super tank when the industry is level two, it kinda sucks
