Is AI randomly generates soldiers around the map? F.e when i was playing as Peru i saw spain had troops and ships near my capital in 10th round and they joined the war in 10th round how is that even possible?

It's scripted AI spawns. AI Spain always gets a pile of troops near Peru on turn 10-ish in 1861. Other countries get it too. Like France and Britain in 1861, and Germany in 1914.

This however means that when you play as those countries, you will not be getting those reinforcements which is kind of a bummer, seeing how much faster it would be if you as Germany can have instant troops to seize the Azores Islands from Portugal

It is a pretty cool feature. Adds extra tension to the conquest. The most notorius one is the second british naval general when farming as cuba 1861

I mean, the 1861 Spain-Peru surprise attack spawn and the 1914 Germany-Britain Surprise attack spawn ONLY consists of land units in the water. A human player would have no problem fending that off, and the AI usually just gets a little distracted for 6 or so turns. Britain and Frances in 1861 are moderately more threatening because they also spawn navy. But the only REALLY game-changing spawn imo is the German surprise attack at the Portuguese islands in 1914. They’d be great for a human player, but the AI is too stupid to use them properly.

Most he can do is harass you and make it harder to invade the Spanish islands. But France has a fleet nearby and they are of great help.

If you are not fast enough, he will attack you as you are attacking the british islands to the north east as that will shave off 10 rounds of your conquest. But once some tech level upgrades are made, it will no longer be an issue after a while.
