Hello I'm having trouble with this mission my generals are Jackson prince rank edge strike and tactics is max Hotzendorf prince rank salvo tactics and storm are maxed all the generals from usa, molkte and one weak Russian arty from campaign If you are talking to the campaign mode, you need chapter 4 tech, and what u have to do is concentrate your units on beating the southern units, then push to the city. This will make your campaign easier. In navy, just push to the port.

Nulify the calvary spam and take out the Artillery general.Protect Hotzendorf as he cracks the city with Moltke and Jackson. If you're lucky, the port will be untouched and you will finish in 5 turns like I did.Don't bother the German artillery general as he is just strolling along the beach

If this is the normal campaign, then you can just follow the recommended strategies, but if its the challenge mode then you may need more upgrades and technology upgrades to push through the spam and successfully hold the city.

Just my own advice for challenge mode, try to finish campaigns as far as to 8-9 first. If not then campaign 10 because by then you should have maxed out most if not all unit upgrades. By then even assigning blue non-maxed generals would still do the job, except for the navy.
