Very bad unit because Rifleman is just about as good while being cheaper. No reason whatsoever to spawn any of these ever.

Resource waste. Most Infantry units, which include these ones, are not good enough to fight effectively. You’re better off spawning them to hold cities, and Militia is the only good unit for that role because of how cheap they are.

Militia for defense while riflemen is fast to take cities with guerilla tactics

I sometimes use this because max hp is 300 compared to 250 of militia, but since it is abit more expensive, it is situational. Most of the time it's when my city gets general-flanked or encircled because having the extra hp usually helps, but other than that nothing else. Just eats into my pop quota

Just eats into my pop quota The 50 HP doesn’t really matter that much due to how the AI works. They NEVER choose the optimal way to seize cities, doing stuff like moving cavalry before attacking despite being in range from the beginning. If you don’t survive with Militia, you don’t survive with Riflemen. That 12 move is pretty nice though.

Personally I never use riflemen other than to hold cities, light infantry for me is the cheapest and fastest way of sniping cities

I think it depends on whether we are talking about 18xx or 19xx. In 19xx, Rifleman is replaced by Light Infantry (19xx version equipping with rifle) and Light Infantry (18xx version equipping with musket) is replaced by Light Machine Gunner.
In 18xx, Light Infantry is bad like mentioned above. But in 19xx, I mainly use Light Infantry to capture cities or fight against light armored units since they are pretty cheap and move fast.
