Okay here are the explanations for the rest of the tech tiers: Tier 3: Unlock special units: They are better then cavalry or swordsmen but take 2 spaces. They can also be used to fight against other countries without actually fighting against them. (7 turns) Oriental tech: You get another turn in the phase. (9 turns) Social Development: Makes you impervious to diseases and storms (9 turns) Advanced Propaganda: You can now coup a country but not control it yet. (9 turns)
Tier 4: Courtiers: You can now bring over countries to your side (9 turns) Ships unlocked: You can now use ships to fight naval battles and to transport troops long distances. (12 turns) Research Reduced: All research takes 25% less time (12 turns) Automatic Conscription: You automatically gain 1 cavalry unit and 1 swordsman unit even without using a turn. (12 turns)
Tier 5: Sphere of Influence: You can now take control of countries in coups (12 turns) Rebel Forces: Once unlocked it can be done multiple times to instigate rebellions in different nations by rolling a 10+ dice. (12 turns)

(12 turns) Wouldn't just building a cavalry and infantry unit cost less than 12 turns?

No, it takes 12 turns to unlock it. I mean it takes 12 turns to research that tech right? I can just build regular infantry and cavalry in 2 turns rather than using 12 turns to research Advanced Conscription

Tier 2: Religious Invoice: You can now influence your respective religious leader. Once you have done it 20 times you can call a crusade or a jihad against another nation from a different religion. Will the crusades (including the 4th against Byzantine Empire) happen?
