Winter palace is in Petersburg and it was Russian capital till 1918 when it separated from Russia and it was a independent country, so Russians had to move capital to Moscow, Petersburg was independent only for 1/2year It was Petersburg from 1914-1918. And from then on Leningrad and 1991 (again) St. Petersburg It was called Leningrad only because Lenin sent Latvian red riflemen battalions to destroy Ingermland republic which capital was Petersburg.
