I think balancing is the main reason. If Canada was on the Entente side, this front for the Central Power would collapse instantly. The same goes for Spain joining the Central Power.

Yet somehow the Axis in WC4 manage to win most of the time despite being greatly outnumbered. Must be because most of the Allied countries are weak.
