Welcome to the second part of the General's Guide. Today, Halsey will be covered. He is a silver tier general, unlocked at level 4. He costs 1,420 medals.
In real life, he was a fleet admiral in the US Navy, commanding the fleet alongside Chester W. Nimitz.
In-game, this is reflected, being primarily a navy general, with good statistics in air force commanding. He begins with 4 stars in naval commanding, though this can be upgraded to 5 once the green city is conquered in Operation Sealion. As for air forces, he definitively has 5 stars in that category, so no need to upgrade there.
His three beginning are Fleet Leader, Carpet Bombing, and Sailor. Fleet leader increases the chance for a critical hit when commanding a naval unit. Carpet Bombing deals more regular damage when bombing a city. Sailor increases the damage a naval unit deals when being attacked by another unit. Overall, this is a good beginning set, emphasizing his navy-air hybrid potential. Recommended skills vary here. For people putting him on carriers, Air Force Leader is the most recommended. If you are using him as an aura general, Wolfpack is a good idea. Rumor is recommended if you decide to use Halsey as a pure navy general. Ace Forces has it's usage as well, but is superseded by other skills.
Optimally, Halsey should be used as a general to be placed on a carrier. He is about half the price of Yamamoto to begin with. Kuznetsov is still cheaper by about 300 medals, but still is a solid choice to use in the beginning of the game. Then again, Nimitz is around 1700 medals when fully discounted, so there are 4 generals that can be used as navy-air hybrids. They all operate about the same when it comes to this, with only minor differences between generals.
Halsey is comfortably a mid-game general. You likely won't have the full discount of Nimitz or would be too poor to have Yamamoto after getting Guderian. Being good at naval and air commanding lets Kuznetsov fall into an exclusively cruiser position. Overall, Halsey gets a comfortable 8/10. He is an underrated general, with uses beyond his original ambition.

In the end game, putting an air general on a carrier is very un-useful, his navy only works when counter-attacking. In the ground, won't help much as an artillery stationed in a city with airfield. As air general, he doesn't perform good enough as he only has 5 star and one air force skill (similar to Kesselring). Plus, you have to upgrade his 4 navy star, skills, and poor rank (captai). To me personally, he IS underrated in this game. I meant, his real life figure is underrated by the game's developers. His WC3 version is more accurate though.

Not to spoil my next review, but Halsey and Kuznetsov are neck and neck in terms of quality.
