Is there any penalty for parking my troops at strategic locations in enemy territory before they enter the war? Or can I just (oops) accidentally stand on their art. & cav. recruitment points, next to their cities, etc.?

The turn countdown drops by 2 turns instead of 1 if you have any troops stationed in their territory. So yes there's a penalty, but it doesn't matter if you want an enemy to join in earlier.
