I have tried over 20 times, but couldn't find a way to win this challenge, also the hostile navy generals have a higher output than me though I have Hipper, Beatty, and Bacon with the max ranks.

Which battle is this? I assume you refer to the one where you play as Italy against Horthy and Hipper? Or is it the Austria-Hungary one where you face off against Acton? Other than mission specific guidance, try upgrading your generals and technology as much as you can first btw, happy first post and welcome to the forum!  |

I believe you'll have to keep acton away from action.Defend first till all the ships are gone.Taking the first city would make Horthy and his fleets focused on it so send land troops to the next one.
