Hi, I need some advice or opinion. Currently I am in the last of cold war era (WTO finished & NATO 6) and my general roster is Messe, Terauchi, Kuznetsov, Guderian, Konev, Rommel, Arnold and Nimitz. All is not upgraded. Which one is better for 1980 era, upgrade some main general (Guderian, Konev, and Rommel) vs add other general (maybe 3rd tank general / 2nd artillery general)?. Which general you recommend?

You might even want to consider adding a tank general or two as well, such as Rokossovsky and maybe Graziani. By comparison, terrorist generals are probably equal to 2-3 cold war Zhukov's per general

I would get rokosovosky for another tank gen, and upgrade your gens, 1980 gens are tough, so I would get another tank and then upgrade your gens, I might also suggest getting leeb instead of terauchi (just my opinion both are good).

You are correct, you may get Arnold and Dowding as well as supports, but thats for your end game considerations.

I'm sorry to break it to you, but must definitely sell Terauchi and buy Leeb because in modern warfare rumor is number 1, and you can't live without it. You have to sell Terauchi now, don't even think of holding him any longer. As for tank generals, I recommend Graziani over Rokossovsky as he is better and around 400 medals less. You may want to check my review about Graziani in the "Graziani" discussion. He is grossly underrated by most players when he is actually better than Rokossovsky, he can even compete with Rommel as 2nd panzer. I highly recommend blitzkrieg and rumor for Rommel, and machinist and rumor for Guderian (check out my Guderian discussion for more informations). In the modern warfare, you will definitely need rumor on every generals you have (at least lv3 to be able to past through the first mission). Also rumoured artilleries are vital to your modern campaigns as they allow you to inject rumor infections to your enemies without getting counter attacked. That's why you need Leeb and you should definitely exchange Terauchi. Do it before it's too late!

To put it simply, Dowding is useless for helping you complete the game. On another level, he is crucial in helping you speed run conquests, and is a great help when you attempt certain conquests where tech/economy.industrial levels are low, and you desperately require better units/more units/missiles respectively.

That is right, you will only need Leeb and Konev from now on to the end game. If you buy a 3rd artillery he will be pretty much useless since you will never use him.
