Hi casinobandit22 , for help requests it’s always good to tell which generals you have, because this influences the necessary strategy. I can only guess you have your commander and 1 or 2 generals.

Focus on the primary target when you haven’t passed the mission yet. To save Lucullus, upgrade your starting city (A) and the military camp to replenish his legions when needed. To increase your income, upgrade the residential and economic area, research Imperial guard and Trade route. Ignore the attack on your allies. The key to kill Tigranes and Mithridates is imo to capture the S/E city (B). B provides the needed additional income, a military camp for spamming or another general and stops all attacks on A. Wait here for Tigranes. Once he’s killed Tigranicerta (C) becomes allied.
Spam Slingers at A for heavy cavalry enemies, light infantry or cavalry at B for anything else. C can also produce heavy units to defeat Mithridates faster. Prevent him from getting high on morale.
When you’re able to defeat both key units, killing 25 enemies shouldn’t be a problem. Just finish easy kills before the allies do it. Since your main force is in the east, spam infantry at A to attack enemies in the N/W.
Depending on number and power of your generals and your Senat tech level youre maybe not able to fulfill the secondary target immediately. Then you need to replay it later.

Keep a distance to C territory borders when you approach B. Like that you can first fight the garrison in B and deal with reinforcement from C after the capturing.
