Alright, so by this point we know that you influence the strength of your enemy in History Mode. Which means that those with fewer progress in the game will have an easier time against them. However, there are still some questions to be answered: 1) Does your progress in campaign affect the enemy tech? 2) If you do a tech upgrade, will the enemy also receive it? 3) In conclusion: Should we purposely hold back progress-wise to have a better chance at History Mode?

I believe when you upgrade your tech the AI will try to counter you like when playing a card game against the AI. I don't think the AI will receive the same upgarde but something to counter it like if upgarded the antiair weapons the AI will probably upgarde the airforce. I would get upgrades that are historically accurate like buy tanks in 1917.
