If you've made it to this exercise, it's actually one of the easier ones out there relative to your progress. High tech not required, but try to get tanks and ships as high as you can beforehand. Three generals are allowed. You have 25 turns to win.
Note: I avoided all sea mines in this attempt, but if you use destroyers you can speed up your win by quite a bit. Having one Guderian-like general is absolutely required if you want to get past Govorov and Konev.
1. For this exercise I used two super and heavy tanks each, four cruisers, and a triple-stacked submarine, put Guderian (or another really good tank general) and Vatutin (or any other decent tank general) in the Super Tanks, and Nimitz in one of the Cruisers. Having two heavy tanks isn't super necessary, and neither is the submarine, but it's still good to have.
2. Split your tank forces into two. Guderian and a heavy tank to attack the west, Vatutin and a heavy tank (HT optional here) to the south. Get rid of the coastal artilleries, the armoured car (North) and the Howitzer (South), then land your troops. Get rid of the subs near the port. Have Guderian attack Govorov (easy rekt if you have decent skills), but don't let Vatutin/your other general attack the other Vatutin unless you're absolutely sure you can destroy him. Instead, have Vatutin and the HT lure all land enemies in Turkey to him and destroy them all.
3. After Guderian captures the top city, travel to the south, clearing coastal defences with your cruisers. Have Vatutin keep destroying cannon fodder troops. There's a cruiser in the gap between Greece and Turkey (unseen) so destroy it with Nimitz. Have Guderian and Vatutin connect near Greece to destroy Konev and take his city.
4. Guderian decided not to help with his RNG, so at this point I restarted. On my second playthrough, the RNG didn't kill me as much and Guderian and Vatutin were still at half health. Good RNG isn't needed to win this exercise, just don't let it screw you over.
5. After clearing out the navy in the south, let the sub destroy Kuznetsov along with your cruisers and surround Vatutin to lower his morale (important). My Guderian had level 4 rumour so that helped quite a bit. the rest is just business.
Assuming you played decent enough, you can pass this without losing anything. Capturing the cities aren't required, you just have to destroy the generals there.
