Not sure if anyone else is having the same issues as me, but I was inspired to retry this after ages of failing without being allowed to use a general as the campaign requirement. And I finally won only 2 medpacks were used on my given Bulgarian general.
I realized that the key for this mission was to get my technology fully maxed (yes I did many challenge conquest to unlock level 7 tech)
Face off against the initial Serbian charge led by Sturm. Use the fortifications available (trenches, jungles for artillery cover and barriers) to try to wipe out the weak Serbian units. They include the light cavalry (use your breastplate), infantry units (infantry + breastplate against em) and artillery (use your light machine gunner + breastplate). If you have to, keep your breastplate cav alive using medical packs. I withdrew my artillery in order to save it from dying. Slowly, the Serbian offensive deflated, and I allowed Sturm to head towards Todorov, before flanking and trapping him, pinning him on the riverbank, and then lighting his position up with fire from my artillery. Getting Sturm defeated is crucial as the rest of the allies will have a morale loss. If you solve the Serbian question, your allies will be able to concentrate their defenses onto Russia, and decimate them easily. You may assist them as well.
Next step was dealing with the French, as with the defeat of Sturm they were demoralised. The royal french guard helped, surprisingly. Upon reaching Todorov, the unit was confused, and served as a barrier together with the rest of my remaining allies against the French. This way, all I had to do was to flank the remaining Serbian units without attacking them to conserve health, and I eventually won with todorov at half health. That was easy!
And that's it, I only have 3 campaigns left, but they are the toughest of the insane challenge campaign missions in the entire game. Not even medical pack spams can let you win 2 of them (im probably gonna try the one that only allows for 1 gen, its in the Balkan Lion campaign against the French), so I'm pretty much stuck unless someone comes up with a novel strategy haha
