when we are discussing which is the best general, it would be the one with the highest ceiling/potential, things like skillset or their cost should not be considered. plumer has the highest ceiling out of all the non ip cav gen, same with lee for infantry. Stepanovic would have been the top of them all, but his max rank shoves him off the podium

It should count given that skillbooks are rather expensive and not that easy to get.

they are not that hard... i've been grinding the campaign challenges to get them and i've been using ads as well.

If we could buy Rennenkampf, he would probably be the best skill-wise. Rennenkampff is a fairly strong general, I can’t believe such a top Russian general wasn’t added. (+Mikhail Diterikhs his output is insane)

they are not that hard... i've been grinding the campaign challenges to get them and i've been using ads as well. Campaign challenges that provide textbooks are usually among the harder levels of the game. Although ads work, they are quite tedious, and depending on your luck, it can take you a whole day just to get 4 textbooks.

with good gameplay and correctly developed generals, they are not too hard, you can choose the easier missions out of all the campaign challenges that gives books and do them and ignore the harder ones.

I am asking for an ideal skillset because PC players do not get to view ads. It's harder for me to get textbooks

Usually we can wipe the floor out of our enemies with top generals unless the rewards contain textbooks.Marine Overlord is hard with just one general.Jackson with a few changes exceed everyone effortlessly.I wouldnt complain even ig he requires more,god is free since the beginning and will stay with you until the end.

yea jackson has 2 more total ability than plumer at max rank so jackson is the best non iap
