Ok so I’m into modern war, and I’ve got a pretty good roster so far
Guderian- panzer leader lvl 3, armored assault lvl 3, blitz lvl 3, explosives lvl 1, rumor lvl 3
Konev- arty leader lvl 2, raider lvl 2, accuracy lvl 2, explosives lvl 2, rumor lvl 3
Nimitz- camouflage lvl 1, ace forces lvl 3, fleet leader lvl 2, explosives lvl 1, rumor lvl 3
Rommel- D fighting lvl 2, crossfire lvl 1, armored assault lvl 3, panzer leader lvl 3, blitz lvl 3
Arnold- base skills + lvl 1 crowd tactics
Leeb- base skills + lvl 1 accuracy
Rokossovsky- base skills + lvl 1 rumor and armored assault
Long story short, obviously I need to do some upgrading, but I also want an eight general for conquests. Oh yeah, I have 1929 medals to spend.

steelixir, dude you are more than equipped with generals. If you want, go for a fourth tank general, like Graziani or something. If you feel like it (not recommended), a second navy general like Donitz, or something like that. If you really want to burn some medals and just have fun (100% not recommended don't even consider), go for Yamashita or something lul. Before you buy any generals, I suggest you max out Guderian and Konev's skills, and at least halfway for Rommel, Rokossovsky, and Leeb.

On the other hand, 2 naval general are indeed useful at the very late game, so you may consider Donitz. You can also try to get Dowding as a resource general; he is pretty useful in very tough conquests or speedruns. Now that your roster is almost complete considering an infantry general like Yamashita may be even possible now. Ultimately, the priority is still decent skill upgrades for your current main generals, and once that is settled you may start working around the points that augustfirst and I mentioned.

Okay. 2000ish medals got Guderian up to level 4 base skills and konev to level 3 accuracy and level 4 arty leader. These upgrades are ridiculously expensive! On the bright side, Guderian now does about 500 damage to infantry when panzer leader activates lol

I'd only recommend tank generals if a player wants to primarily be land generals, like myself. I don't really use naval units myself because of fighters, bombers and missiles so when i fill up my roster it might have an 5-4-3 tank/arty/air ratio (or somewhere close to it like 4-4-4).
