I’m having trouble with the fourth mission of the Bagration challenge.
I have three free generals: Gates (Inf), Clinton (Inf), and Jourdain (Art) as well as Senyavin (Nav). I have tried everything from holding my two cities and keeping Bagration alive for 10 rounds and taking the enemy’s city in the north within 10 rounds.
I’m not even sure what is the objective.

You need to improve your lineup for this, it's too weak. Plus, buying a navy gen at any point outside of Crimean War Challenge is a waste, unless you bought IAP slots.
Buy Murat, sell Senyavin if you need. Murat will be deployed on the starting heavy cav. If you're patient enough, grind for medals and invest in Massena.
Your 2 inf gens will be on the guards. They will hold the western line against Rudolf and must make use of the fort to defend.
Your troops in the eastern city will march northward. Wipe out the enemy's inf vanguard and defeat Benedek. Remember to exploit the Russian arty's 3-hex range. Afterwards, retreat immediately.
Defend against the enemy attacks and when Philipp attacks, wipe him out to win.
Victory conditions: Eliminate all targets - Philipp, Benedek and Rudolf. Hold one target - Bagration. Time limit - 10 turns.

The goal is to keep Bagration alive and kill Benedek, Rudolf and Phillipp. But unfortunately for you, that’s just really tough for you at this point since I assume you don’t have very highly upgraded units. I myself don’t know how you can beat it now. There is quite literally no one on your team that can feasibly beat Phillipp. Let alone do it in 10 turns. The only real counter to his unit are machine guns, which aren’t available on the map. So the initial Heavy cavalry is your best bet to beat him, but you don’t seem to have a cavalry general at this point, so wait until you get that, then attempt it again. And even then it’s going to be tough since Rudolf can hurt you too.
