For help on this game, you can consult our library here: european-war-4.boards.net/thread/6351/world-conqueror-4-library. Guides to individual generals can be found by going to "Way of the Strategist" and searching up names. As for general suggestions, a navy general is not needed for Pacific Scenarios, although you may need one for Cold War or hard missions. For now, focus on getting an artillery general (recommended: Konev), and later on, consider getting a third tank general and first navy general simultaneously. You can also start upgrading your generals, however this isn't required until Cold War. If you want to start upgrading existing generals, I suggest you get red nameplates for each general, which would cost 60000 coins per. Good luck!

Adding on to Darth Nihilus's reply, remember to try to complete all of Konev's missions so that his medal cost is minimised as much as possible. If you need more help in terms of arty firepower, invest in Leeb. He has been recommended as a good arty endgame gen and the Messe-Leeb combo is quite formidable.

Your HQ level does not matter that much (unless you really need the super artillery in Konev's 40%), so try doing other things in the game like going through missions a=or conquests that will help you reach level 30 (which I believe unlocks rocket artillery?) You seem to have yet to acquire the foundational generals, hence you dont have to worry about naval generals first. After getting Guderian, Rommel and Konev, you can try doing all of Nimitz's discount missions, and then hire him. Later on in the end game, you may consider getting Donitz as well, who although is pricey can be considered to be one of the strongest (submarine) navy generals in the game.

For Konev, you should get him with the 40% discount, otherwise don't buy him yet. Many people (and I personally) have finished the pacific scenarios without the need of a navy general. Yes, you need more advanced naval technology on pacific, however you wouldn't need to invest your medals on a naval general yet, your ground force still matters more as they are the ones battling ground enemies and capturing cities. After Leeb I suggest Rommel and/or Graziani, and for navy you shouldn't miss Doenitz. Medals are not that rare, so if you can get a super solid navy like Doenitz, why not? I personally postponed Nimitz for Doenitz.

Yep, good to take it easy first. Helps you micromanage your medals more easily at the start, since you have more to save away for a rainy day.

Well, I personally had not finished Nimitz's last mission before buying Doenitz, and he's worth it.
