I tried so many times, but only I got rate of 2, so does anyone know how to get rate of 3 in this chapter?

Finish off the enemies on your end as much as possible and support your allies ASAP! Otherwise, the worst case scenario of an East VS West map will unfold. Either play as a state which is surrounded by enemies OR play as a state while your allies on the other side of the map wear down one of the Romes with numbers.

Another factor that impacts your score a lot is number of generals you use. So one approach is to use as few generals as you can. In this case, Rome Augustus is a good choice because you start with many generals and good economy. So just take your time and finishing it with no general should yield a 3 stars (as long as not taking too long, using 1-2 generals of yours is also OK, I think).
