At least I'm pretty sure it's their strategies. These were taken from the WC4 unlock APK, and are usually the primary objectives of each general. Usually after getting an objective they just flail around dying or trying to capture the closest city.
Axis 1:
Guderian: Assist towards the north
Rundstedt: Attack Warsaw
Smigly: Defend Warsaw
Axis 2:
Donitz: Attack the northern port
Christian: Hold the northern city (until scripted)
Axis 3:
Bock: Attack Belgium
Guderian: Attack Paris
Leeb: Attack the Maginot Line
Leopold: Stay in and defend Brussels
Tassigny: Stay in the south
Axis 4:
Leeb: Attack the ports
Rundstedt: Attack Mountbatten
Mountbatten: Hold the port
Dowding: Hold London
Axis 5:
Graziani: Attack the city in the north
Mountbatten: Hold the southeast
Cunningham: Stay in the southwest
Axis 6:
Messe: Hold Albania
Boris: Attack to his left
Papagos: Attack Albania
Antonescu: Attack the central city
Riccardi: Attack the southern (Greek) ports
Tito: Defend the middle city
Axis 7:
Mannerheim, Leeb, and Manstein: Attack Leningrad
Bock: Attack Minsk and Smolensk
Guderian: Attack Smolensk and Kyiv
Rundstedt: Attack Kyiv
Bagramyan: Hold Kyiv
Timoshenko: Stay northeast of Kyiv
Konev & Rokossovsky: Hold Smolensk
Vasilevsky & Govorov: Hold Moscow
Zhukov: Hold Leningrad (although he really doesn't)
Vatutin: Fail to defend the north (the code literally says this)
Axis 8 and 9 literally have nothing
Axis 10:
Paulus: Is surrounded but does nothing
Manstein: Tries to save Paulus
Dumitrescu: Defend his city
Chuikov: Hold Stalingrad
Zhukov: Hold the southeast
Timoshenko: Hold the northeast
Rokossovsky: Focus on the North
Axis 11 has nothing
