I find navy quite useless here (like everyone does), but I'm sure there are ways to make it useful + there should be a reason for such high prices of naval units right? Leave your ideas and analysis if you might.

Play them as well as the AI and you can make key units "vanish" in a turn.
Subs hit hard against Battleships and Carriers, but are quite weak on their own.
Destroyers make for good scouts and interceptors, but they don't hit as hard alone.
Carriers and Destroyers, my favourites due to their range. However, I really hate their 3-hex speed as well as that of subs in this game due to my experience with faster units in later titles. Carrier are especially good since the AI should not be able to "instinctively" build AA guns.
By the way, I do use Carrier for flanking maneuvers against Destroyers since any dmg absorbed means a counterattack from the carrier.
