Why is tactic master better than revenge if revenge has a higher chance of triggering and allows the unit the attack twice without the enemy counterattacking twice?

Tactic Master is better for speedrunning conquests while Revenge is has its use in those "Hold the Ground" Missions. Tactic Master is also useful for besieging cities because attacking twice and capturing a key city is much more significant than holding a city while counterattacking twice. Sure Revenge has its benefits, but Tactic Master has more.

Mostly because you want to be the one deciding what you're fighting. Plus Tactic Master has its advantages for every unit and only lets you get counterattacked twice if your general is bad. Cavalry gets a (unreliable) safety net should you fail to trigger victory rush and also allows you to trigger it off of enemies you might not have been able to kill without it. Artillery gets free attacks. Infantry generals are mostly just valueable in the short-term, so it doesn't matter that much that they die a little faster. And lastly I believe that every naval unit has a 75% chance to not get counterattacked. So skills like Counterattack and and Revenge are garbage on Navy.
Revenge also does nothing siege-wise, as have been detailed in the post above.

One psychological reason is that you feel good when you see Tactic Master triggers. That will never happen to Revenge (unless you don't press fast forward button).

I feel infuriated when revenge triggers for the RSFSR generals rather than slightly irritated. It makes attacking their cities a bigger pain than they already are.
