This is based on Mr. Beast 's General rankings found here, plus some in-depth stuff that I added: european-war-4.boards.net/thread/12989/all-generals-ranked-wc4

Ranking example:
13th place; T12/15: Ushanka doge. 12/10 much bork. Unfortunately a lot of people don't like dogs.
The first number indicates their ranking at 100% potential, and second number is when you first buy the general. The generals will be separated into tiers as follows. S A B C D E and F. T means a tie.
Rest in peace S tier. No generals here
1st place; 1/1: Yamashita. This should come as no surprise to anyone, considering he's... well... Yamashita. The only things keeping him from S tier are bayonet charge, which is alright but not the best skill for an infantry general, and ace forces, which is also a nice perk but doesn't do much.
Everyone below this line is not ideal, although you can still get them if you want, and if you have the medals
T2; 4/2: Mannerheim. He starts out as a really good general, especially for his price, but he eventually gets outpaced by Rundstedt, and ends up being almost the same as MacArthur. He has raider and jungle fighting, which are good, but has relatively low mobility (upgrading to 3 stars should suffice) and only one skill slot, so I'd suggest infantry leader.
T2; 2/5: Rundstedt. No surprise here again, Rundstedt is amazing for his price, but really, REALLY suffers on his starting skills, cause he doesn't get any of the S tier skills; Infantry Leader, Raider, or Rumour (or Plain fighting, depending on who you are). The good thing is he has two skill slots, so you can somewhat compensate for this, but city fighting and elastic defense...
T2; 3/3: MacArthur. He's alright, and his stars can usually carry him through (let him wreak havoc in 1950 conquests), but the only thing really propping him up are his defensive capabilities. He only has one good offensive skill, which is infantry leader (although none of the first three generals start with this skill). With two skill slots you can still make him pretty good, better than Rundstedt even, but his lack of a sixth star will hurt him a lot. You could buy two Rundstedts with this price (on a mod, obviously). You can Make MacArthur nearly identical to Mannerheim through certain upgrades, but still, sixth star.
5; 5/4: Vasilevsky. Although he's only a silver general and costs more than Mannerheim and Rundstedt, he has Infantry Leader. But his other two skills suck. He also only has one skill slot. Get Mannerheim, who's identical, instead for 300 medals cheaper.
Everyone below this line is not recommended. Don't buy them just for their infantry capacities, but if you want to upgrade them sure why not.
6; 8/6: Peng D H. He's basically MacArthur for 500 medals cheaper minus one mobility star. Infantry leader, two terrible skills in camo and entrenchment. If you're gonna get him (which you're not), don't upgrade him. You lose value for each non-infantry leader upgrade. Plus only one free skill slot.
7; 6/12: Konev. Konev is the best hybrid in the game. Better than Zhukov, and ... all the others. He also has raider, which most hybrids don't have, plus two skill slots. I don't know why you'd want to turn him into an infantry general (pls don't), but if you do, 5 inf stars + 4 mobility stars + 3 infantry slots makes him very good.
8; T14/7: Zhukov. Sorry bud, but Konev has you beat in two categories. You also only have one skill that's useable on infantry: Crossfire, and it's terrible. No upgrade potential, but 6 stars is ok. He's basically the Govorov of infantry.
9; 13/8: Manstein. Um... there's not much to say here. I don't even know why I put him here. He has plain fighting (great) and the same number of stars as Konev, but the cost... oh, oh the cost.
10; 12/10: Zhu D. If it weren't for buddy's price, people would consider (for a second) about getting him. He actually has three infantry skills. Not exactly good ones with replacement and guerrilla, but Infantry leader is pretty nice. But he's a bronze general for a reason. Just use Konev.
11; 7/T15: Graziani. Again, I don't know why I put him here, but he actually has decent (read mediocre) inf capabilities. Mountain fighting can be stacked if you put him on certain commandoes, and if you really want to make him an infantry general (like Konev, pls don't), he can actually be a decent hybrid.
12: T14/9: Heinrici. He's the worst infantry general that's "viable", and I don't mean that he's viable at all. Imagine paying for Konev, but remove all his artillery capabilities. That's basically what you get with Heinrici. Of course, he has rumour (which no one before him does), and infantry leader, but eww... bronze.
Don't buy people below this line (at least not simply for infantry)
13; 9/T13: Model. Poor Model. He works all day to be considered a tank general, only to be put on someone's infantry list. Take Guderian, and exchange one of his tank stars (and remove 2 mobility stars) for an infantry star, and you get Model. It works as well as you think it does. He's got three skills. There's no other way to put it. Ace forces? OK. Mountain fighting?... ok... but Crossfire.
14; NA/11: Kuribayashi. And here we have our first general who's so bad he didn't even make it onto the 100% tier list. Don't worry, he's still pretty decent at the start. 5 inf stars (mobility doesn't matter TOO much on inf generals), but his skills are... really bad. Entrenchment? bad. Bayonet charge? Not super great. And an irrelevant third skill. If you really want to get him, DO NOT upgrade him. You'll lose value with each upgrade.
15; 11/T15: Nasser. So you take Tito and trade one of his mobility stars for better skills. You get Nasser. He's pretty good on an Egyptian Commando (see his thread), but you'll only be able to use two of his skills max at a time (plain or desert fighting). Raider is pretty good, but you're gonna lose all your value upgrading him to make him relevant. Desert fighting does start at level 3 tho, so he could be quite useful in desert missions (all... 5 of them)
16; 10/18: Sun L. R. Don't do this to yourself. Don't make him an inf general. He's a tank general. Like Nasser, he's got two unstackable skills (Plain and Jungle), but crossfire... (why does everyone have crossfire lol)
17; 19/T13: Slim. He's just your average everyday general that you see in conquests. So he's trash. Three unstackable skills (plain, mountain, city fighting) so he can only use one at a time. I guess that makes him slightly more adaptable than Nasser, but you're paying a lot more just for one star and one skill.
18; 17/19: Kesselring. You know what happens when you take away an air star and all of Arnold's artillery stars and you put them on an infantry general, and then you forget to change his skills? You get Kesselring. Not only does he cost almost as much as Yamashita, but you get one relevant skill, explosives. Sure, you get an extra skill slot, but that's only one and a half possible relevant skills in the end. Nope. Get Rundstedt or any of the other top tier generals for LESS MEDALS.
19; 16/24: Zhang Z.Z. He's an artillery general, and he has crossfire.
20; 18/23: Rokossovsky. He's a tank general, and he's got entrenchment.
Everyone below this line is utter trash. Don't even consider getting them.
21; 23/17: Eisenhower. He's an IAP general, and he has shelter.
22; 21/21: Crerar. You wanna know why I put three hybrid generals at 19-21? To say that these non-hybrid generals are even worse. Of course Crerar does cost around 5% of the price of Eisenhower, but no. Bronze infantry generals don't work. Sure, he's got infantry leader and crowd tactics, but he has the same amount of stars as Messe.
23; 20/22: Tito. Remember when you were a newbie playing Axis Europe 6 and you saw Tito doing 90 damage to a light tank as a commando? Well great, but use him against any tank general and he won't last 3 turns. Plus he's a defensive general. You wanna know who the other defensive inf generals are? MacArthur and Kesselring. Take Crerar and nerf his skills to get him better mobility, and you get Tito.
24; NA/20: Messe. Now, despite him being this low, I'd consider him to be better than Crerar, Tito, and the three hybrid generals. Why? Cause he's actually got relevant skills. Remember, he's a tank general, so any skills that help his inf ability helps him in tanks too. Rumour? Great. Crowd tactics? Sure, why not. Messe is Crerar but built for tanks. But don't upgrade him. Save those medals for Konev.
25; 22/NA: Chuikov. This just gives you another reason to hate him. He's an artillery general, with two unstackable skills. You'll have to sacrifice all of his artillery abilities for him to even be in the conversation of an infantry general. So don't do it.
26; 24/25: Tassigny. You know a general's bad when even first time players don't buy him. And he's only got half a good skill (Cover). What's mobility gonna do here besides help you run away so you don't die within 3 turns?
